Where Was the Transparency Before?

Let’s presume this transparency amendment brought by Bernie Sanders has a chance in a million of actually becoming law.  What took so long for someone to say taxpayer money should be spent with transparency?  And why on Earth have things become so bad I’m actually in agreement with an admitted socialist?

Didn’t watching, oh, $700 Billion or so evaporate into thin air with no results during the Bush fiasco wake up someone sooner?  Or is it that a lot of congresspeople simply don’t want anyone to know where that wasted money is going?  Pardon my paranoia, if that’s what it is, but I’ve really had enough of bailouts.
